Eden District Council had published a Housing Development Plan Document inviting consultation on proposed Alternative Sites proposed at the Issues and Options Stage. Hwith House had been proposed as a possible site. Despite being considered by EDC as “in open countryside”, it is contained within a high walled enclosure and adjacent to a group of other properties.
