John Bull was proposed and elected unanimously

Declarations of Interest
There were no Declarations of interest in any item on the agenda.

Apologies for absence had been received from Cllrs Alison Morriss and Paul Capstick, Hilary Law, County Councillor Tim Stoddard, District Councillor George Boustead.

Minutes of the Meeting held on Thursday 10th April 2008 had been circulated and were signed by the Chairman as a correct record.

Children’s Playgrounds
Newbiggin-on-Lune
Funding is now in place to complete the N-o-L play area and the order has been placed with Playdale Playgrounds Ltd to supply and install equipment in accordance with their quotation for the sum of £29,991 plus vat.  Installation is expected within approximately six weeks.
Scandal Beck
The new footbridge across the beck from opposite the school, complete with ramped access, has now been completed.  The wetpour safety surface surrounding the multiplay unit will be installed shortly.
It was resolved that dogs should be excluded from the area in the interests of the wildlife and to avoid possible health risks.

The Draft Statement of Accounts 2007-2008 had been circulated and was approved by those present.

Ravenstonedale High Chapel
A report had been received from the Buildings Conservation Officer indicating some items of proposed alterations which would be acceptable. The BCO however, had     omitted reference to the removal of pews. Further clarification has been requested. The Access Officer from Eden District Council has given advice on disability access and the provision of toilet facilities. It will be necessary to provide a second exit facility to comply with fire safety regulations. As an ecclesiastical body the URC had been exempt from such regulations. The possible re-opening of a former doorway is being negotiated with the BCO.
Grants have been authorised from EDC and Neighbourhood Forum to cover the cost of a Structural Survey of the building. 

Upper Eden Community Plan
A hard copy of the Plan has been received.  It should be accessible on the website shortly. It has been proposed that long-term implementation of the plan should be achieved by employing an Implementation Officer at a salary of £10,000 per year.  Tom Woof, the UECP Consultant, had written to the parish council proposing a levy of £2.00 per elector on the parish precept towards this cost. In the event, the precept for the present year had already been set.  It was also considered that the parish council is fully committed financially with current projects and such an increase would be unacceptable. Funding for such a post should be grant funded from outside the  parish.
It was resolved that no contribution be made towards the cost of employing a Parish Plan Implementation Officer.

Ravenstonedale Garden Waste Skip
It was noted that the fortnightly service had been resumed by Eden Recycling
