Minutes of the Meeting held on Thursday 11th October 2007 had been circulated and were signed by the Chairman as a correct record.
CALC Roadshow
Six members of the council plus the clerk had received a visit from the CALC Roadshow in Newbiggin Public Hall on Wednesday 24th October. The purpose was to assess how well the council performs its functions and to identify areas for improvement.
The consensus was that the council currently performs all its statutory duties well.
The session also produced suggestions for improved contact and communication with residents.
Children’s Playgrounds
Some progress has been made on the Ravenstonedale site and meeting held with the equipment installer. Paul Holroyd is awaiting delivery of the main timbers for the new bridge.
The result of the funding bid for £15,000 to complete the Newbiggin play area will be known early in January. If this is successful the equipment should be installed by Easter.
Annual review of Clerk’s Salary
Revised scales, effective from 1st April 2007 had been received from NALC. It was agreed that the clerk should be paid according to Scale SCP 25.

Precept for 2008-2009
Budget suggestions had been circulated prior to the meeting. It was resolved that the precept for 2008-2009 should remain unchanged at £10,615. A copy of the budget details is appended to these minutes.

Parish Paths Initiative
The Chairman, Vice-Chairman and Clerk had attended a presentation on Saturday 3rd November at Newton Rigg to find out details of Cumbria County Council’s “Parish Paths Initiative”.
The object scheme is to facilitate maintenance of the Definitive Footpaths network. Each participating parish would be required to carry out an annual inspection of the footpaths within its boundaries, using local volunteers. The County has allocated up to £1,000 per parish for repair works which will be organised locally by the parish council.
It was resolved that Ravenstonedale Parish Council should join the scheme.
Registration of Village Greens 2007
Following new legislation on the registration of greens in the Commons Act 2006 which came into force in April 2007 the question was put “are there areas in the parish which should be registered?”
Advantages of registering land as a green include protection of land from development and to prevent the interruption of its use or enjoyment by the public.
Further investigation is to be pursued for potential sites within the parish which are not already registered.
Millennium Field
Following recent exceptional rainfall, a problem had occurred with surface water flooding the Kings Head public house. It was considered that no action taken on the Millennium Field by the Parish Council or its agents could be considered to have exacerbated existing conditions.
It was resolved that no action be taken by the Parish Council at this time.
Upper Eden Community Plan
A copy of the Draft Plan had been received for discussion. Copies will be distributed to councillors for perusal prior to the January meeting.
Cumbria Highways
Notification has been received of a new Rapid Response system for highway faults. Chairman will attend a meeting on 12th December to receive further details.
North Cumbria NHS Foundation Trust
A consultation document has been received inviting comments on proposed changes.
Cumbria Waste Management
A consultation document has been received inviting comments on proposed changes.
