Minutes of a Meeting held on Thursday 12th April 2007 in Ravenstonedale High Chapel Room following the Annual Parish Meeting

Present
Councillor John Bull (Chairman)
Councillors Caroline Morris, Ernest Leach, Hilary Mirrey, Janet Brownrigg and Fanny Jackson. 
Clerk, Chris Elphick.  

Apologies for absence were received from Cllr. Paul Capstick, District Councillor Michael Metcalfe-Gibson and County Councillor Tim Stoddard.

Declarations of Interest
There were no declarations of personal or prejudicial interest in any item on the agenda.

Minutes of the Meeting held on Thursday 15th March 2007 had been circulated and were signed by the Chairman as a correct record.

Children’s Playgrounds
Clerk reported that the official copy of the lease document and Land Registry Certificate for the Newbiggin play area had been received. The fencing of the site and Grasscutting has been completed by Eden Conservation (Paul Holroyd). Agreement now has to be reached with the planning officer over the condition regarding care of archaeological on site during installation of equipment. A response to the funding application for £10,000 to Awards for All is expected shortly.  If this is granted the project can go ahead.

The Chairman, Clerk, Hilary Mirrey, Alan Law and Paul Holroyd met with Jack Ellerby and Jo Chaffer of Friends of the Lake District at the R-dale site to discuss the implementation of the conservation-nature project. The FoLD members were impressed with the wide range of consultees and the community involvement in the project. They will issue a press release shortly.

Council Insurance Cover
The council’s insurance cover was reviewed prior to renewal. The existing cover, including fidelity cover, was judged to be adequate. Additional property cover would be required when play equipment is installed.

Audit Notice advertising dates for inspection of accounts has been posted on notice boards.

Ravenstonedale High Chapel
No further action has been taken on the proposal to acquire the former chapel for community use.  Further information is required regarding running costs and potential income.  It had been established that Listed Building Consent would be required even to remove the pulpit, lectern and pews.  Clerk will pursue enquiries.

Local Council Elections May 3rd 2007
It was noted that eight electors had tendered nomination papers for election to the Parish Council. One had subsequently withdrawn due to relocation, leaving seven nominees for seven places. No election will, therefore, be necessary. Councillors Fanny Jackson and Janet Brownrigg had not stood for re-election. The Chairman thanked Fanny for her twenty-eight years of service and Janet for twelve. The thanks were endorsed by all present.

Upper Eden Community Plan
It was reported that the UECP committee members have now formed groups to study various aspects of the information gathered in the recent survey. Cllr Morris had been assembling a report on the environmental aspects in conjunction with the representative from Mallerstang.
