Parish Council   The Parish Council supports this application.  It is considered to be an appropriate proposal for this location.  The proposed “country house” would                               be replacing the former Hwith House.  Built within the existing walled garden, adjacent to a cluster of dwellings, the location could not accurately be                               described as “open countryside”.  The proposal also appears to comply with government guidelines to be found in PPS 1 and PPS 7 as stated by the                               applicant’s agent. 

EDC Development Plan
Eden District Council has carried out a Sustainability Appraisal and Strategic Environmental Assessment in order to produce a Sustainable Development Plan.
The Eden Local Development Framework is an important instrument for maintaining the quality of our environment, promoting economic development and providing        houses and business premises at appropriate locations in the District.
Planning policies determine how we use land, where and what we build, how our towns and villages will develop in the future and how we support local businesses. In     formulating Planning Policies, the Council must have regard to government guidance and the local circumstances of the District.
The Core Strategy provides the overall framework for further Development Plan Documents. It is one of a number of documents that will inform the planning process in Eden over the period to 2021. 
The District Council has adopted provision of affordable housing and promoting a quality environment as two of its four corporate priorities.  Having appropriate         planning policies are essential if these aims are to be achieved.  Additionally, the Council is determined that Sustainable Development Principles underpin planning decisions and judgements. These principles will influence the location of development, encourage the reuse of existing buildings and previously developed land, promote the use of renewable resources and encourage energy conservation and efficiency.
Comments are invited from the Parish Council or individuals on the Submission Draft.

Ravenstonedale High Chapel
A full Structural Survey report on the premises has now been received.  This can now be incorporated in a Feasibility Study which will incorporate the Draft Lease     conditions and the cost implications for the overall project.  It is hoped to have the study prepared in time for the November meeting.

Public Participation
It was reported that an area of common land by the Chantry has been enclosed, apparently without permission from the landlord.  The enclosure includes the fitting of a gate at the end of a bridge on a public right of way.  The Clerk agreed to investigate the complaint.
